The ברכה of
אשר קדשנו בקדושתו של אהרן וצונו לאכול תרומה
can be recited בזמן הזה only in חוץ לארץ

In Shulchan Aruch (Y.D. 322:5 it says חלת חו"ל since
it is דרבנן, a כהן who went to the מקוה may eat it.

The רמ"א adds that when he eats it he is required
to make 2 ברכות

a) המוציא or מזונות
b) וצונו לאכול תרומה
