תקנ"א:ב writes that משנכנס אב starts
with the מולד.
Probably the same would also apply for משנכנס אדר that it
should start with the מולד.
However, there is no such Halacha in Rambam or
Shulchan Aruch of משנכנס אדר מרבין בשמחה*
