Ramban writes (Kisvei Ramban vol 2 p 468 Schevel) that the
Pasuk
of עטרות ודיבון contains the סוד מערכת המרכבה העליונה
(secret of
the upper chariot lineup ), therefore Unkeles should
have written
Targum on these two words.
