Making Aliya


 Parshas Hashavua
 ונסלח לו מחטאתו - וכי תבואו אל הארץ (ויקרא יט : כב - כג)
 
"אר"א כל הדר בא"י שרוי בלא עון" (כתובות קי"א :א) 
Whoever lives in Eretz Yisroel lives without sin. 

The פני יהושע qualifies this Chazal that it  only applies 
for those who make Aliya and have in mind to be
מקיים the Mitzvah of ישיבת ארץ ישראל. They also need to
have in mind that the זכות of ארץ ישראל should protect them
from sinning and will help him do תשובה immediately
after sinning.

It doesn't apply for someone who happens to be living in
E, Yisroel because he was born there.
