The לבוש - ש"ך - גר"א & חרדים all agree with the ב"י The אדרת has five reasons for not doing it today. However he refutes them all and holds הלכה למעשה to do וידוי מעשרות  בזמן הזה on the fourth year after שמיטה & on the seventh year, after Mincha on אחרון של פסח. The חזון אי"ש argues and holds this Mitzvah is not applicable בזמן הזה.
