Was it R. Meir Shapiro?

ראה- אנכי נתן לפניכם היום       Harav Meir Shapiro Zt"l introduced the idea of Daf Yomi at the Knessia Gedolah in August 1923. Although some claim that other Gedolim had the idea first, there's no proof of this. However, an article by Rav Moishe Menachem Mendel Spivak in the Zeirei Agudah journal (Digleinu) from December 1920 proposed the same concept years earlier.
