The (פרי מגדים (א"א תקנ"א:ב writes that  משנכנס אב ממעטין בשמחה
starts with the מולד.

Likely, the same would also apply for משנכנס אדר
that it should start with the מולד. 

However, there is no such Halacha in Shulchan Aruch
of  משנכנס אדר מרבין בשמחה* The only Halacha in
Shulchan Aruch is משנכנס אב ממעטין בשמחה
