1) מגילת אסתר we don't read on שבת because גזירה שמא יעבירנו (he might carry it in a רשות הרבים)  Why do we read on שבת the other 3 מגילות & we are not concerned with גזירה שמא יעבירנו ?   The גאון explained,  מגילת אסתר the חיוב is on the יחיד to beיוצא קריאת מגילה therefore we are concerned with גזירה שמא יעבירנו  The 3 מגילות there is no חיוב for the יחיד to be יוצא קריאת מגילה. The onus is only for the ציבור to read the 3 מגילות. For a ציבור, we are not גוזר שמא יעבירנו 2) מגילת אסתר is read-only after קריאת התורה because תדיר קודם (done more often comes first)  Why the other 3 מגילות we read it before קריאת התורה & we don't we apply the rule of תדיר קודם?            When we have two מצוות competing with each other (קריאת התורה & מגילת אסתר) we apply the rule of תדיר קודם When one is a מצוה & the other is a מנהג then there is no such rule of תדיר קודם. (The 3 מגילות is only  a מנהג)
