Tosfos ד"ה ורגלי החיות  says that it's  usual for the Kalir to follow the Yerushalmi over the Bavli.

Knowing this Tosfos, you will understand why there is
קרובץ לפורים for every ברכה in the שמונה עשרה except 
for את צמח

The פייטן for קרובץ was R, Elazar b Hakalir. 

According to the Yerushalmi, (& Tosefta) the
Bracha of את צמח and וירושלים עירך are combined
into one Bracha. ( The18 Brachos includes ולמלשינים)

Hence, no קרובץ for  את צמח
