THANKS TO THE CHASIDIM, THE MISNAGDIM CAN
HIDE THEIR TALLIS UNDER THEIR SHORT JACKETS. 

According to Mori V'Rabi Harav Hagaon R. Shlomo Miller Shlita,
one may walk in a רשות הרבים wearing the Tallis folded back
in half.
It is considered דרך לבישה being many Chasidim wear their
טליתות by folding back the Tallis and tucking the ציצית under the Gartel.
