Parshas 讜讬讞讬 writes that “ 讘谞讜转 讬专讜砖诇讬诐”
refers to the 谞砖诪讛.
The Gemoro (Kesubos 111a) says on
this Pasuk in 砖讬专 讛砖讬专讬诐
Hashem made 3 砖讘讜注讜转
2 with the Bnei Yisroel and 1 with the Goyim.
1) They should not go up (to E.
Yisroel) together by force (like a wall)
2) They should not rebel against the
Goyim
3) The Goyim should not oppress the
Yidden, harshly.
The 讗讘谞讬 谞讝专 (Y.D. 2: 454) asks,
"For a 砖讘讜注讛 to be valid
the 谞砖讘注 needs to accept 砖讘讜注讛
Moishe was 诪砖讘讬注 the Bnei Yisrael
to accept the Torah,
they accepted the 砖讘讜注讛, as
Rashi says on the Pasuk
of 讗诇讛 讚讘专讬 讛讘专讬转 - they accepted the Torah

We don’t find Shlomo Hamelech to have
gathered the Bnei Yisroel
to be 诪砖讘讬注 them to accept the 砖诇砖 砖讘讜注讜转.
The 讗讘谞讬 谞讝专 answers:
The 砖诇砖 砖讘讜注讜转 were not done with
the physical Bnei Yisroel, but with
their 砖讜专砖 谞砖诪讜转讬讛谉 诇诪注诇讛

that it refers to the 谞砖诪讛
