Not every סליחה should start with אלוהינו ואלוהי אבותינו   The  מגן אברהם ס' תקפ"א ס"ק י"ז  quotes the הגה במנהגי מהרי"ק to start every סליחה with "אלוקינו ואלוקי אבותינו" unless the  סליחה starts with the name of Hashem.  אל - אלוקים - את ה'- ועוד There are many publishers of Selichos who weren't aware of this מג"א and incorrectly printed אלוקינו ואלוקי אבותינו on every סליחה even the ones that start with Hashem's name. We can  forgive them for not knowing a מגן אברהם but not for adding to the Nusach without having a source.
