1) Where do we find this Mitzvah in the Torah or Chazal?
None of the 诪讜谞讛 讛诪爪讜讜转 count 砖诪讞讛 as a Mitzvah. Mitzvohs are to be done 讘砖诪讞讛, but 砖诪讞讛 is not the Mitzvah.
2) How can you
say “转诪讬讚” if there are times when not only is it not a Mitzvah but an 注讘讬专讛?
In Hl Aveilos # 391:1 “讗讘诇 (mourner) 讗住讜专 诇讬讛讜转 讘砖诪讞讛
“.
3) Why is 砖诪讞讛,
more of a Mitzvah 讙讚讜诇讛 than the other
Mitzvohswhich are not 讙讚讜诇讛?
I found only
one 诪爪讜讛 讙讚讜诇讛 in the entire Shulchan Aruch
“ '诪爪讜讛
讙讚讜诇讛 诇讛住驻讬讚 讛诪转 讻专讗讬” ( It is a great Mitzvah to eulogize a Niftar properly).
The 讟讜专
(E.H.65) has one more, “诪爪讜讛 讙讚讜诇讛 诇砖诪讞 讞转谉 讜讻诇讛”
