The only * Mokor (source) we have,
to strike to the chest when saying
(חטאנו פשענו ) in the Shemonei Esrai
(Slach Lonu)
is in the Sefer Mekor Chaim (Bachrach).
In the Kitzur Halachos he writes that
"It is not done on days Tachanun is not said".
*no mention in Shulchan Aruch or the Nosei Keilim
