What Did Reb Ahron Kotler Think Of Not Saying Tachnun On A Yahrtzeit?

Mori V'Rabi Harav Hagaon R. Yakov M. Hirschman shlita wrote about  his Rebbie whom he was Meshamesh Bakodesh- Harav Hagaon R. Ahron Kotler zt"l :

  He held  not saying Tachanun on a Yahrzeit is a Minhag Shtus and no Minhag Hamakom is applicable.

Reb  Ahron personally when he Davened in the Sefardishe Shul in Boro Park on a Rebbishe Yahrzeits, said Tachnun Lifnei Am Voeido.

    When R' Ahron davened in the sefardishe shul, it was not frequented by chasidim, so I don't believe this story.
