PLEASE HELP WITH A PSHAT




לא תשחית את עצה- כי ממנו תאכל
ואתו לא תכרת

The issur of cutting down fruit trees
is not mentioned in all of Shulchan Aruch.

The Tur (Ch. M. 382) does mention it
but only very indirectly.

Why no proper mention of this Halacha?

The Taz (Y.D. 116: 6) writes
"Chazal forbade to cut down  fruit
trees because of סכנה " 

Wasn't it the Torah who forbade to
cut down fruit trees?

I have no answers and can use
the help from the Oilam to solve

this puzzle.
