According to Reb Shlomo Zalman Auerbach zt"l :
A Ben Chutz L'aretz
in Cutz La'aretz may cook* on Yom Tov Sheini for a Ben Eretz Yisroel.
However in Eretz Yisroel he should not cook on Yom Tov
Sheini for a Ben Eretz Yisroel.
*It is preferable for him
to eat from it as well.
