"Whoever wants" (מי שירצה), is a חיוב on the first day of שבעות
and on the first day of ראש השנה.

The רמ"א writes that we don't call up a person by name
for the תוכחה but you call him up "יעמוד מי שירצה".


When the מקור חיים writes that the מי שירצה is a חיוב to
be עולה on the first day of ראש השנה and the first-day
of שבועות. he is referring to the person who volunteered
to be עולה the תוכחה.

The מי שירצה (volunteer) is being compensated by
getting the first Yom Tov עליה after the תוכחה
שבועות, after the תוכחה of בחוקתי and ראש השנה, after
the תוכחה of כי תבא.
