מ"ט, משום ישוב ארץ ישראל

According to the Chasam Sofer, (Chidushim Sukah 31a) when the majority of  Bnei Yisroel live in Eretz Yisroel

then by working the fields and growing the holy fruits you are Mekayam the Mitzvah of Yishuv Eretz Yisroel.

According to R. Yishmael (Brachos35b) ואספת דגנך  The Torah commands us הנהג בהן מנהג דרך ארץ

The same way one can not say he has no time to put on Tefillin because he is busy learning Torah, so too one

can not say I am busy learning Torah and have no time to gather my grain. Perhaps even other trades that

benefits and are necessary for mankind are also part of this Mitzvah. 

In Chutz La'aretz R. Yishmael will agree to Rashbi if you are busy with your fields תורה מה תהא עליה

therefore one may sit and learn and rely on מלאכתן נעשה ע"י אחרים

"נלע"ד רבי ישמעאל נמי לא אמר מקרא ו'אספת דגנך' אלא בא"י ורוב ישראל שרויין, שהעבודה בקרקע גופה מצווה, משום ישוב א"י, 'ולהוציא פירותיה הקדושים' ועל זה ציוותה התורה ואספת דגנך, ובועז זורה גורן השעורים הלילה משום מצווה, וכאילו תאמר לא אניח תפילין מפני שאני עוסק בתורה, ה"נ  לא יאמר לא אאסוף דגני מפני עסק התורה,ואפשר אפילו שאר אומניות שיש בהם ישוב העולם הכל בכלל מצוה. אבל כשאנו מפוזרים בעו"ה  בין או"ה וכל שמרבה בעולם יישוב מוסיף עבודת ה' חורבן מודה לרשב"י,
