who stayed up all night  may make the 
Bracha - Elokai Neshama, BirchasHatora & 
Hamavir Sheino.
The Mishna Veruro Paskens not to make
these Brachos.
According to the Arizal (Kabalah) one should 
make the Brachos even if he stayed up all
night.
R. Moshe Feinstein zt"l (I.M. O.Ch 4:3) writes
Even though where we have a Machlokes 
Haposkim and Kabalah sides like the Psak of
one side, we follow the Kabalah. 

This rule applies only on Kabalah from the 
Zohar and not from Kisvei Arizal.
