Giyur Kahalacha

When did Rus have her Giyur ?
 From the Pasuk , כי אל אשר תלכי אלך  we see that
Rus was Megayer only after the death of her first husband.
If so,  why was it necessary for Rus  to do Yivum?  Her first marriage was  invalid.(she wasn’t Jewish)
