Chovas Hatzibur.
The Birchas Shmuel (R. Baruch
Ber zt”l) writes in the name of his
Rebbe R. Chaim zt”l, “ Unlike Tefillah where 6 out of 10
is O.K., For Kerias Hatorah you need all 10 people who participate,
to do Krias Hatorah."
