in ים של שלמה סוף פ' מרובהwrites that ט"ו באב
was the last day of cutting the wood for the מזבח
and therefore
it was made into a Yom Tov because when completing a Mitzvah
it is a Yom Tov.
For the same reason we celebrate and are בשמחה
when
making a סיום There is no
greater Mitzvah than learning and being מסיים a מסכת especially if one starts a new מסכת.
Even those who didn't learn but just by participating are
performing aמצוה רבה.
