living in ארץ ישראל.

protection of א"י is only for those who are
true יראי שמיםand doing it 100% לשם שמים 
(מאמר ישוב א"י קכ"ב)

It would seem that the ויואל משה argues on 
the דעת זקנים מבעלי תו"ס
