Therefore since it's only a חומרא and not a  מצוה, one should not make a ברכה on this טבילה מרן רב שך זצ"ל defends the רס"ג with a Gevaldige Chap. רב שך writes, yes, it's true there is no מצוה חיובית בזמן הזה to go to the מקוה but there still is a מצוה קיומית when going to the מקוה even בזמן הזה since this will allow you to go on the הר הבית. The same way we make a ברכה on שחיטה since it is מתיר the meat to be eaten, so too can you make a ברכה on the טבילה (all year round) since it is מתיר the entry on the הר הבית
