We need a kohein

The Rambam writes a   זר may light the Menorah in the
Bais Hamikdash.

For a זר to light the Menorah, it would require taking
out the Menorah to where the זר may stand and after
the זר lights it the כהנים return the Menorah back
to its place. 

This proves that at the Bais Hamikdash we
don't Paskin.  הדלקה עושה מצוה
Otherwise, it would be פסול being it was lit
in the wrong place.

If this is true then why for Chanukah do we 
Paskin  הדלקה עושה מצוה ?
Shouldn't it have the same Din as in the Bais Hamikdash?
 
The Rogatchover Gaon zt”l says, “in the times 
of בית שני (no שמן המשחה ) the way to be
מקדש a new כלי שרת, was having a כהן  use it
for the first time, during the עבודה.


During the נס חנוכה, they lit with a new Menorah
for the first time. To be מקדש the new Menorah,
it was required for כהנים to light the Menorah. “


Mori V’rabi Harav Hagaon R. Shlomo Miller Shlita said, 

"with this Rogatchover we can understand why we paskin
by Chanukah, הדלקה עושה מצוה .

Chazal wanted to commemorate the Chinuch of
the new Menorah, which required a כהן to do
the הדלקה and was done inside.

Therefore we Paskin for Chanuka Licht הדלקה עושה מצוה
being the Menorah was lit inside by כהנים."
