According to the Chasam Sofer*, The מצוה דאורייתא of ישוב ארץ ישראל is נוהג בזמן הזה when the majority of Bnei Yisroel live in Eretz Yisroel.  Part of the Mitzvah is, working the fields and growing the holy fruits. By doing so we are מקיים the מצוה of ישוב ארץ ישראל. R.
