The only person who may
talk during Chazaras Hashatz is the Rav.
According
the Aruch Hashulchan,(O.Ch 124:12) “A Rav to whom
a
Sheila was asked may and is obligated to answer during Chazaras
Hashatz.
The reason for it is, it might be a time sensitive question
and
needs an immediate answer.
